sending update message not appears to all users

dear team 

I created an application and now when I send any update messages it doesn't appear to all of them

  Hey Mohamed,

  Could it be because some users have disabled push notifications for Open as App? So when asked if Open as App can send notifications, they clicked "no". 

  I recommend to check the settings on the device to see if and if so what types of notifications are allowed for Open as App.
